Opps! I have a similar problem; BIP1510E!
I have browsed and tried the recommendations in this forum to deal with this problem but in vain.
The configuration & message repository databases were in inconsistent state after the ‘force’ deploy. Is it something to do with the configuration & message repository databases?
Error message from the event viewer:
(Broker1) An Exception was caught while issuing database SQL command connect.
The broker's Database could not be accessed and an exception was generated.
The databases, queue manager, configuration manager and broker are running.

Hi,
This may be fixed by:
1. Delete the broker from the broker domain;
2. Deply the change;
3. Delete the broker from its OS;
4. If above jobs can NOT achived, goto step 5, other wise goto step 6
5. Go to the Config Manager database, in the CBROKER table, if you see an entry with CSECTION=DEPLYING, delete that entries.
6. Delete the broker database and recrete another new one.
7. Recreat the broker and redefine the broker in the broker domain
8. Do the deply again.
