We had a transaction in our cicssor (socket owning region) issue a error of csqtrue, resource type = MQSERIES, resource name = TASKSWCH, cpu = 18.6
Is this a cics or mq problem?

It would be helpful if you posted complete diagnostic information (error messages, syslog, etc.).
I did a quick search on Mr. Google (taskswitch+mq+cics), and found this:
