Is MQ Explorer available as a separate download from Passport Advantage?
Or is it part of the Websphere MQ Server or Client downloads?

It doesn't have a separate installer, that I know of, through any entitlement. Except on Linux, because it's a set of two rpms.
It is part of the Server package, and I don't think it's part of the Client package.
