Should you be able to restore a backup of a queue manager's log files and datafiles to an identically named queue manager on a different server?

Yes, if the identically named queue manager is identically configured. Note that trying to run both of them simultaniously is probably not a good idea, if the queue manager is the member of a cluster running both of them becomes suicidal.

You might also want to look into the "backup queue manager" facility that was introduced in WMQv6. May be of value to you.
