TCP/IP error

While trying to connect to configuration manager from toolkit getting the follwoing error,

Could not connect to queue manager 'QMGR2' (MQ reason code 2195)

Got the following error in the event viewer,

The return code from the TCP/IP (ioctlsocket) call was 10038 (X'2736').

We also set the environment variable MQNOREMPOOL to the value
1 and rebooted the system but we are still get the same error.

Please let me know if i am missing anything.

From your mentioning of the event viewer, I deduce Windoze. What version, what version of MQ and have you spoken to the network people & the box admin about this?
