We have recently installed Serviceguard on 2 HP-UX servers that have had MQ running successfully in the past. We are having problems with SVR channels trying to connect to other servers on other platforms.
If we put the connect name in the /etc/hosts file then the channel does connect, if we do not, the channel goes into retrying. We have not had to do this on other HP-UX servers that are not running Serviceguard.

We used the support pac MC91 when configuring the servers.

So you put in an HA solution that requires the Listener to be addressed on a Virtual IP address, that can move from one box to another.

And you are having trouble resolving the virtual IP from the other boxes? Or resolving the addresses of the outbound channels from the HA queue manager?

Sounds like a network configuration issue... and not really related to either ServiceGuard or to MQ or HA.
