Consider the following scenerio:

A queue is configured for triggering with trigger type first.
The triggered executable has been triggered and is up and running.
There are multiple messages on the queue.
The entire system is recycled.
When MQ is restarted there are still messages on the queue.

Does the executable get retriggered?
