for a QMGR I created with
crtmqm -u XYZ.DEAD.QUEUE -lp 10 -ls 8 -lf 16384 XYZ
I can see the active log like this below.
total 1310880
-rw-rw---- 1 mqm mqm 67117056 Jul 19 03:49 S0000000.LOG
-rw-rw---- 1 mqm mqm 67117056 Jun 06 11:19 S0000001.LOG
-rw-rw---- 1 mqm mqm 67117056 Jun 06 11:19 S0000002.LOG
-rw-rw---- 1 mqm mqm 67117056 Jun 06 11:19 S0000003.LOG
-rw-rw---- 1 mqm mqm 67117056 Jun 06 11:19 S0000004.LOG
-rw-rw---- 1 mqm mqm 67117056 Jun 06 11:19 S0000005.LOG
-rw-rw---- 1 mqm mqm 67117056 Jun 06 11:19 S0000006.LOG
-rw-rw---- 1 mqm mqm 67117056 Jun 06 11:19 S0000007.LOG
-rw-rw---- 1 mqm mqm 67117056 Jun 06 11:19 S0000008.LOG

Questions:
1.I can see content only in S0000000.LOG, rest of the logs allocated only the space but not writing in log .is that really consuming the real space in system , each log taking 67MB--->so all together taken arnd 670 MB.Right
2.When ls(secondary) value will impact , right now am able to see only lp =10 and it makes to cerated 10 log files.

ur observation is correct.. MQ allocates the primary log file space to avoid the no disk space available error later
The Secondary log files are allocated when the primary files are exhausted.
Refer the sys admin guide for complete details

This is expected behavior, no need to worry  ,To see ls values give more work to ur queue manager man
