I do not believe the process IDs are constant, or that there are preferred process IDs. In order to determine a specific process ID, you would need to use a utility like PSTAT from the Windows NT resource Kit and search the output for the relevant process names, which should be:
bipservice.exe
bipconfigmgr.ex
... I think!
You can double check these by looking in the Windows NT (or 2000) task manager.
