Should this really be posted in the MQ Everywhere section? Rather than the Clusters section?
MQ Clusters, which are described in the Clusters manual, can be used to balance workload, as described in the Clusters manual, according to the parameters described in the Clusters manual.
Still, if you didn't notice the section title when you posted, you probably didn't see the Clusters manual in the list of titles. Try Chapter 5 "Using Clusters for workload management", followed by Chapter 10 "Advanced workload balancing tasks". There's also reference material in Chapter 13 "Workload balancing attributes".
I'd hate you to miss these when you look down the table of contents.
