What do you mean ?

When you import WSDL into toolkit it can be opened by IE.

The only things that are accessible to web browsers are things that are made accessible by web SERVERS.

Broker Runtime is a web server, but it is not a general purpose web server. It is designed to only serve up message flows as end points for HTTP requests.

You could, if you felt like it, build a message flow that would pull your WSDL from a database, and return them to the caller.

Or you could do something more sensible, like use WebSphere Service Registry and Repository in combination with Broker.
