Cannot join MQ cluster on Win from Linux queue manager |

I have got an MQ cluster with two repos queue managers on Windows 2003, MQ version 6.0.2.0. The two QM are on te same box.
I am trying to join this cluster with another queue manager created on Linux, MQ 5.3 CSD07.
The CCSID for the Windows QMs is 850 while that for the Linux QM is 1208.
When I try to join the cluster, I get the dreaded error
CLUSQMGR(SYSTEM.TEMPQMGR.hostname(portnumber)) indicating that the communication with the repos has not happened.
I have painstakingly checked that my listeners are up and running correctly on both sides. In fact I have even created standard sender/reciever pairs to one of the repos QM to verify that my listeners are OK. The standard channels are up and running properly.
The erorrs log on the Linux QM, I get AMQ9420: No repositories for cluster MYCLUSTER.
EXPLANATION:
The queue manager has received information about a cluster for which no
repositories are known.
ACTION:
Alter the REPOS or REPOSNL attribute of the queue manager, that is to have a
full repository for the cluster, to specify the cluster name.
But the Windows MQ Explorer clearly shows my repos queue manager cluster MYCLUSTER.
So what is happening? |

Type
dis clusqmgr(*) from one of your windows queue manager
and see how many of them are reflecting (it should show 2, as per your design, if not there is an issue here itself)

Turns out there are problems with the server installation of MQ hosting the cluster. I get FDC files with the following content. Has anyone had this sort of problem before:
