Does MQ Manager keep statistics that can be interrogated?
I can get queue statistics from MO71 but that is since the last reset. What I need is some time-series data for charting.

Nope.

You'll have to reset at regular intervals, and keep track of them yourself.

If you have some funds you may want to look at Qpasa and/or BMC Patrol's WMQ Module.

MQ on Windows has PerfMon metrics that work in real-time.

I'm not sure that most tools will be able to see the average message length.

All of the available tools out there should give you the peek or max qdepth during a given interval.
