When we start a message flow, the first one or two messages on the input queue are immediately going to the dead letter queue. Our BackoutThreshold is 0 on the input queue and none of our catch logic appears to be getting executed.
Subsequent messages are processed normally and after resubmitting the dead messages, they also process normally. This is happening on our production system (WMB 6.0 on z/Linux), but we have not seen this problem on the development or QA systems (same platforms).
The broker log does not report anything out of the ordinary (like failed to open queue, etc.).
Any thoughts or ideas?

The value of backout threshold of broker's input queues are set to 2 in our environment, because if you stopped the broker the messages could get an increase on backout count.
But I don't understand why your syslog is empty, because 65536 means a broker reason code.
