After examining IBM's documents that address the impact of the government's changes to Daylight Saving Time on MQSeries and MQSeries Broker Products, it's I am pretty sure for basic MQ, we don't need to do anything.
However, it appears that "for the JRE embedded within Websphere Message Brokers, a JRE service release upgrade is required."

That has me baffled. I thought that the update to the jre would only be meaningful for the default settings.
To my knowledge java maintains the date/time information in UTC and the formatters that you can create in java.text.* will determine how it is interpreted.
As well the definition of TimeZone class or equivalent can be queried and you can create your own if you need something a little bit different from the default / standard.
