Guys and girls,

Is there any command line argument or an API which will help me create a new WBI ICL. I am trying to automate some of the deployment stuff and am stuck at this point. I could use the java APIs to create folders and stuff, but that won't really reflect the changes in the System manager. Any guidance is appreciated
