How is private and public worklist make sense in real scenario.
If a person has auhority to workitem of other user then the person can view
the
workitem of other user even though the worklist is declared as
private for the other user.

Worklists actually have nothing to do with authorization to workitems.
A worklist is simly a stored set of Filter, Sort, and Threshold criteria that are used in a query of items.
I am sure that you realize that you can queryitems without using a worklist. In the long run, it is my opinion that all querys that are done agains any type of list, are actually done against the ExecutionService using the appropriate stored criteria for that list. So you see worklists themselves are irrelevant to the issue of "can you see another user's workitems"
Access to other users workitems is controlled by the "Person:Workitem" group on the authorizations tab of the Person object in Buildtime.
