Do you refer to SYSTEM.ADMIN.*.EVENT queues? these are MQSeries related, not especially for Brokers. MQ collects information about various events in these queues.

If you want to know more read the "MQSeres Event Monitoring" (V5) or "Monitoring Websphere MQ" (V6) manual.
