Permission denied for 'getcwd' when creating QMGR

When I am trying to create QMGR. It doesnot complaint on the surface. But when I dig into the system messages and MQM error logs it comes up with:
AMQ6119: An internal MQSeries error has occurred ('13 |
| - Permission denied' from getcwd.)

Has anyone seen this? or can help?

A couple of thoughts
1) Did you create a /var/mqm file system? If so make sure that it is owned by userid/groupid mqm.
2) Make sure that you are running as the mqm userid or a userid in the mqm group.
3) Make sure that the directory in which you are running the crtmqm command has write permission.
