Tivoli is monitoring is sending this false message " MQ listener is down". but the listener is not down. Any suggestion what may cause this messag?

Easy: Network burp where the agent could not tell the Tivoli server that everything is correct. This is like a dead man switch over the network. If something that is supposed to report does not an alert gets generated.

The alert should have cleared your portal by the time you check. The email/page that was sent due to the alert stays....

Have had the condition before running QPasa.

Of course it could be something else but as we are talking about monitoring and the monitoring software is reporting an error condition that no longer exists when you go to fix it.... and could not get fixed by itself.

I strongly suspect that the error condition never existed but that a network condition prevented the agent from reporting some information that gets interpreted as the error condition. On the next report interval the network condition has subsided and everything is fine...

The other possibility is somebody manually restarting something but then the MQ Admins should be aware of the fact and not react to the alert.

To avoid the false positives thus generated you should be able to add a timer to the condition and only report it if it lasts for more than (x times the reporting interval) ...
