Follow the Starteam Eclipse plugin documentation! The Message Broker is "just" another set of Eclipse plugins that provide resource editors; integration should be easy.

This said, looking at the EclipsePluginCentral website, it looks like the Starteam plugin doesn't support Eclipse 3.0 yet so you may have problems. Although someone on the discussion forums there claims to have gotten it working!

For downloads, try the Borland website.
