How to transfer the work item that is in CHECKED_OUT Status of the user with no ADMIN rights to another user using workflow API?
AS John mentioned in the following link, only the owner of the work item can do a cancelcheckout. does it mean ADMIN has no way to cancel the cheked out work item and transfer? because we dont know the password for the owner to use to cancel the check out to get ready status so that ADMIN can transfer or do whatever he wants using API.

I know it is not a good practice to cancle the check out and transfer to another user but thats the need of the project.

Admin can do a ForceRestart on the ActivityInstance, and then do whatever else is necessary (i.e transfers).
