Is it possible to add a V2.1 config manager into the WMB6 toolkit without running the mqismigratecomponents command on the 2.1 configmgr?
I get a BIP0889E error - is this possibly a missing queue or permission restriction?
The config manager is running as I can connect to it with the 2.1 Control Center.

No.

You must migrate the Config Manager to v5 or v6 in order to connect from the v6 toolkit.
