In the qpasa! management console is there a place to get the same info you would get from this mqsc command
display qstatus (*) type (handle) all
I'd like to know which apps are connected to my queues. |

This is available on the Queue Usage tab of the QMGR. (agent version 3.2 and above)

The agent too needs to be at level 3.2. Not just the server...

I'd guess it's at the servers you are trying to monitor.
