You need to give the client a definition for a queue? Or you need to tell them how to define a queue? And you need our help????

Are you serious about asking this question or do I just not understand it?

there are queues you can use as a safe place to store messages, there are also other queues like the ones in a highway.

An important emphasis: There are no queues that should be used for "storing" messages in WMQ, only for transferring them; a queue is not a database, only a temporary place where messages can wait in case of malfunction. WMQ is designed to handle empty queues 99% of the time, and does not handle message storing with dignity - read between the lines in the recovery and logging section and on this site, and you'll see what I mean (see WMQ TT \ Logging).
To return to your metaphore - all queues are "highway" queues.
