Can't access ldap server when running runbr from workflow

I'm trying to setup ldap for workflow and when I try and run runbr -c "C:\Program Files\IBM Wephere MQ Workflow\SMP\bridge\StaffBridge.properties"

Here is the error it comes up with:

2:53:05 PM Error: User "wsbctest" cannot access LDAP server "ldap://cwdb2s3:389".


The ldap server is on a remote machine and I'm using workflow 3.5

Not sure what is wrong. Does someone out there know how to setup ldap for workflow 3.5 and why I get this message?
