Does the configmgr database tables hold any data specific to particular configmgr?
If i use the same database and switch the configmgr? will i be able to connect to the same brokers as before? Will there be issues with flows that were already deployed?

Two configuration services should not run on a single server. If you want to use a different server then you can re use the remote database by creating a new configuration service on a different server with the same parameters(queue manager, user id,password, database name) like the other one.

Yes you can see like before.
Don't delete the broker. If you delete the broker then there is a different procedure to make it work.

On a side note , just curious , how do you configure a configmgr to use a remote database ... I thought ConfigMgr use JDBC to access database and not ODBC ... Then how do we configure JDBC to point to a remote location where the database is residing ????
