This is on AIX with WMQ 5.3.5

There is SVR type channel QMA.TO.QMB.
When I try to start it I get the 9509 error.
I did a little research as shown in the commands below, looks like the channel is not fully stopped and still has handle on the XMITQ QMB from the previous time.

What is the best way to resolve this problem ?
We never had a problem like this before. These channels have been there forever.

DIS QS(QMB)
AMQ8450: Display queue status details.
QUEUE(QMB) IPPROCS(1)
OPPROCS(1) CURDEPTH(36)
UNCOM(NO)

DIS QS(QMB) TYPE(HANDLE) ALL
AMQ8450: Display queue status details.
QUEUE(QMB) PID(210234)
APPLTAG(runmqchl_nd) TID(1)
APPLTYPE(SYSTEM) CHANNEL(QMA.TO.QMB)
CONNAME(10.10.10.10) BROWSE(NO)
INPUT(EXCL) INQUIRE(YES)
OUTPUT(YES) SET(YES)
USERID(mqm)

DIS CHS(QMA.TO.QMB)
AMQ8420: Channel Status not found.

STOP CHANNEL(QMA.TO.QMB) MODE(FORCE)
AMQ9533: Channel QMA.TO.QMB' is not currently active.

START CHANNEL(QMA.TO.QMB)
AMQ9509: Program cannot open queue manager object

Also there was no process found with PID 210234 that is shown in the DIS QS(QMB) TYPE(HANDLE) ALL

BTW We do not want to restart the queue manager as its in production

Any help will be appreciated.
Thanks

There are 2 answers in your post.
a) For clients connecting in client mode stopping the server connection channel will do for forcing the disconnect. Just make sure it is effectively stopped.
b) For clients connecting in bindings mode you will have to go to the OS and find the corresponding Pid and kill it. Always be very careful and involve the owner of the process.
