If I use CVS with MB , i need to commit and the other developer has to still do an update to view my latest changes. Is is different with Clearcase?

I don't think any version control system will push changes from the repository out to developer stations without a request from the developer.

That would be disruptive and intrusive and counter-productive. It would mean that every commit that happened would update the version I was trying to work on - regardless of whether it related to what I was working on or not.
