If the broker is stopped and the Broker qmgr is deleted and recreated, do you have to re-create the broker ie delete broker then re-create.
If the broker is deleted before its deleted from the config mger,
the config mgr cannot deploy flows. Whats the fix for this ?

On the first question, yes you should, but mainly because the broker creation adds some queues to the queue manager....
So you'd start getting some weird stuff happening (like the broker won't start I think) if you delete and recreate a queue manager without restoring those queues.
To answer your second question I think we need your version of the broker...
Is it 2.1 or 5?
