Do we have any commands which can be typed in command prompts for:
1. Deploying message flow to a particular EG on Broker
2. Starting and stopping a particular message flow
3. changing its trace mode from 'none' to 'normal' or 'debug'
4. Creating new execution groups
etc.
(Basically all the activities which can be done via Broker Administration perspective)??

They don't have commands for all activities in Broker Administration Perspective. For example, there is no command to create an Execution Group from command line.

We have Dev, Test abd Production Environments. I develop the Message flows and sets in Dev Environment (Win2k Professional Edition) where Config Mgr, Broker and Toolkit are installed on my machine.
Then I deploy it to Test Environment, where I have only broker, which uses my ConfigMgr.
But our Production Environment is at remote locations where I don't have direct access. So do we need to install everything (Config Mgr, Broker and Toolkit) just to deploy the .bar file on Production Environment ?
I was thinking of deploying Config Mgr and Broker and NOT Toolkit on the Production Unix Box.
Rather its more a general question: Do we need to have all the three components installed just to deploy .bar file?

The Configuration Manager cannot be installed on the UNIX platform. It can only be installed on the Windows operating system.

No, you can use the mqsicreatebar command to create the Bar file and the mqsideploy command to deploy it. However, as kirani stated, you do need the Configuration Manager & Toolkit to define Execution Groups to the broker.

Also, AFAIK the Toolkit can only be installed on Windows platform.

In order to be FUNCTIONAL, a broker instance needs to be registered to a Configuration Manager.

That means you have to have SOME configuration manager installed SOMEWHERE.

You can't create a production environment that ONLY has a broker.

You can create a MACHINE that ONLY has a broker, there's no issues with that. But that broker HAS to be registered to a config manager before you can deploy ANYTHING.

Typically, one has a set of machines with brokers on them, a single machine with a config manger on it, and a set of machines with Tookit on them. This constitutes an environment. Typically, there are separate config managers for DEV, TEST and PRODUCTION. That means three machines, since config managers can't share a single machine.

These days, with version 5, security is enhanced such that you could manage all three environments with a single config manager (by using the new access control list functions to limit users to specific brokers and execution groups). But it depends on your infrastructure, and policies.
