Just been installing MQSeries 5.3 on our standard W2K build and am experiencing a problem whereby the Queue Manager is unavailable when the server is rebooted. When I check the event log I find the error


"Error Code 20 starting TEST/Command Server Websphere MQ service.

The service was unable to start TEST/Command Server. The error message reported was as follows: Process could not be started - return code 20"


Has anyone got any idea what error code 20 is?

I think the problem is going to be because of an OS change (we have to use a predefined build that is automatically pasted onto our servers) unfortunately without knowing what the error code means it is very difficult to resolve the problem.

Found that by setting the MQSeries service to be dependant on the Workstation (one of the last services to start) the MQSeries Queue Managers start succesfully. Wasn't aware of MQ being dependant on any other services.

This provides me with a temporary fix but I'd like to get to the bottom of the problem if possible.

Has anyone else experienced this?

We are now experiencing this same thing. Have you found a resolution? We are also on W2k and MQ 5.3

My QM is also unavailable cant start it error code 20 how did u solve that?

Make sure you have up to date service on

Also, check the task manager - is there an amqpcsea.exe in the process list (one per qmgr), as sometimes the service 'gets it wrong'.

We resolved the problem on our side by adding the MUSR_MQADMIN user to the administrators group, far from ideal and will need to be investigated further but this did indeed resolve the issue, though the reason for that is still unclear.
