You can do it through the ISPF panels provided as part of the support pack (MA10).
Or you could use the ALTER QMGR MQSC command.
ALTER QMGR CCSID(xxx)

I checked the manual. But for altering CCSID

Hmmmmmm interesting
The ISPF panels won't let you do it eother....Well I never! Of course I have never had the need to change it either!

Looks like you will have to reassemble CSQ6SYSP
There is a keyword in there : QMCCSID=
At our site we have
QMCCSID=0,
You can change it there. Of course you will have to restart the queue manager to pick the change up.

To change a z/OS CCSID you have to change it in CSQ4ZPRM.
There is an entry called QMCCSID= .
After it is changed you have to sub the job to assemble & link-edit to create a load module.
