How much does a NOOP Activity cost in terms of system performance? What variables go into deciding the cost of a NOOP?

Is it more performant to create a more complex transition condition or more peformant to break up the logic into a series of NOOP activities?

I was told to count NOOPs as .8 BWU... but I can not locate the source of this. I believe I got it from someone at the lab.
