I know that you can disable the OAM when creating a Qmgr with an environment variable. Can you toggle the OAM on and off? Or it is either on or off for the life of that Qmgr?

I believe it is either on or off for the life of the queue manager.

It is off because the auth pluggable service stanza has not been set in qm.ini, and the default object for security (SYSTEM.AUTH.DATA.QUEUE) has either not been created or not been populated. You could try to turn it on by adding the auth service stanza to qm.ini, and starting the qmgr with strmqm -c to create the default objects if not already present.
