I searched but found none...Is it true the only way we can add user is via FDL ?

Sorry, that API just doesnt exist. import FDL is the only way to go.

I think it is time for IBM to come up with some API call to add user to make life easier rather than FDL import.

Staff APIs have been requested since the FlowMark days. I doubt we will ever have them in MQWF. WPC on the other hand, since it will depend on LDAP (or some such directory) for user information should allow what we have been wanting for some time.
