Not from that... thats a really, really common FDC and just means we didnt get back a good response from the underlying PCF command. Of course, it would be rather useful if it dumped out the pcf response / return code but it doesnt... You need a trace, and look at either the returned PCF or the command server where the PCF is running, to work out what has happened.
