Hi,
I have a requirement to give just the import permissions to a USer in runtime. The user shudn't be able to terminate process instances or see workitems, but should able to import process, staff, netrwork, datastructures. Can this be done at all ?

Try this... I assume here that all of your processes have an assigned category.
Define user IMPORTONLY with operation authority, and no other authorities. Now as long as this user gets no workitems generated for them I think your criteria are met.
