We have encountered a situation where some of our Workflow data container members are not showing up in the input XML to our plugins (a plugin is a Java program that is fed data container XML by our UPES). What seems to be happening is that when a data container tag does not contain data, that tag is not always showing up in the input XML. To get around this, I have been initializing all data container fields to spaces in Buildtime, and this seems to force the tags to display in the XML.

Is there a known bug with Workflow that prevents empty data container tags from showing up in the UPES input XML?

This is working as designed. Only the SET members (i.e members that would not give you a 113 when you issue a get) are put into the containers.
