Can't Start Listener Channel

I am working on MQ Broker 5 and trying to connect the broker domain
I keep getting the error the listener channel is not started when I try to start it I get the "The Service could not be started Return Code 10"
The error in the event viewer is

Unexpected return code, '10', from command 'RUNMQLSR -mWBRK_QM1 '.

An unexpected return code, '10', was returned by command 'RUNMQLSR -mWBRK_QM1 '. This command was issued by the WebSphere MQ service for queue manager 'WBRK_QM1'.
