We have about 10 developers using workflow.
And the set up is as follows:

Worflow 3.4 server & Db2 7.2 on an NT Box.

We have a custom made thin client in Java.
What is the best way for developers to connect to the Workflow Server
without having a workflow client installed on each developers desktop?
THe developers use WSAD to write code and they have to connect from
there.

more details of what the developers are doing could help. Are they working only with the workflow, or both or no workflow. or they working anything like customizing the ur thin client. If you provide more details like these, may be u can get some answers.

If you are developing a thin client then all you need on developers workstation is a Java Agent. You don't have to install web client on the developers machines.
