I wish there lies a utility that allows me to export FDL from build time inot run time. Then trap the errors/response from run time and then sync up build time ( the yellow question mark what I see when ever I export from build time after making changes).
If already existing, please let me know.
If I want to develop, one does the same functions outlined, please let me know your suggestions

looking at the support pac - adduser (dont remember the exact sp code!) may give u some ideas !!
