Well DB2 itself you can't download for free you have the have a subscription. FixPacks can be found on:

I was re-installing one of my brokers and installed the 8.1 FP3 (FP3_WR21324_ESE) on a clean system.
Although 8.1 GA is listed as pre-req, the install went fine, created a database and registered it for ODBC, so just installing the FixPack seems to do the trick.

Can anyone else confirm this?
