Can anyone help?

OpenVMS Alpha AXP 7.1
MQSeries 2.2.1
Problem:
It has happened that the Queuemanager became unexpectedly quiescing, but nobody (nowhat) had issued a stop-command to the Queuemanager. At this situation we were not able to stop the Queuemanager completely. We suppose it's an ERROR_LOCK_VIOLATION ? To solve the problem we had to boot the server.
There were some FDC-Files written.
