I need to call a cobol program from WMQI (2.1) en Z/OS 1.2
Is it possible to call this program from a plugin node (C or JAVA) ?

There is a java based support pack/sample node that will call a CICS transaction from within a WMQI node.

If your WMQI is also on the same Z/OS machine, then you may be able invoke your Cobol program from C or Java with the appropriate version of an exec() call.
