One of our clustered Queue Managers (not a full repository) is failing on startup following an untidy shutdown. The following is in the error log:

AMQ8003: MQSeries queue manager 'QMPSB2T2' started.

EXPLANATION:
MQSeries queue manager 'QMPSB2T2' started.
ACTION:
None.
-------------------------------------------------------------------------------
12/28/01 15:18:32
AMQ9511: Messages cannot be put to a queue.

EXPLANATION:
The attempt to put messages to queue 'SYSTEM.CLUSTER.COMMAND.QUEUE' on queue
manager 'QMPSB2T2' failed with reason code 2018.
ACTION:
Ensure that the required queue is available and operational.


There are no FDC's or any other errors in the other logs.

Any ideas?
