I am getting an error in event viewer when i start the configmgr. Error as follows "The message repository database name is either missing or blank...." I cant understand this as i specified the -m flag with thw correct message repository database name. The userid specified in -i flag has rites on the database also. HELP!!

You probably should have asked this in the WMQI forum. However, the answer is that the user you are specifiying as the Service User is not a member of the Administrators group.
