Your example would indeed be beyond the MCAs' to resolve.
And perhaps beyond the any logical resolution and RESOLVE decision would be solely based on business reasons/requirements that might pertain.
But the example quoted by PeterP. from the IBM manual (Intercommunication Guide ?) speaks to the awareness of the sender and receiver LUWIDs for which RESOLVE type command to use ... which gets back to the point of why would this not be done automagically by the MCAs on channel restart !!
