well I'd also try and get the latest fix pack for the version.
And if you have to recreate the queue manager you could just do it with a supported version on supported hardware.
My guess is that qmgr is running on a linux version below 7.3 and obviously MQ Version 7.1.0.1 has been out of support for quite a while.
On the fat chance that one of the SYSTEM.CLUSTER queues is damaged you could also try to run
strmqm -c qmname and or strmqm -f qmname to see if this fixes it...
Of course you need to verify that these options are available at your level...

Presuming that your PROD qmgr is not experiencing the same issues that you see in TEST, AND that TEST qmgr is a clone of PROD qmgr, I'd suggest that you
- dmpmqcfg your PROD qmgr
- delete existing TEST qmgr
- create new TEST qmgr with same configurations attributes as PROD qmgr
- start new TEST qmgr
- restore to new TEST qmgr from output from PROD dmpmqcfg _________________ I like deadlines. I like to wave as they pass by.
