According to the DOC they (SSLPEER OU values) have to appear in the SSLPEER field in reverse order of their appearance on the SSL cert.

Well the problem might now be the order of appearance on the SSL cert that might be different on whether the request and signing was made from unix or Windows...

Bit order seems to matter here...
